Engine bug causing all actions to stop processing

@Jenique @Jako I found an engine bug that’s fairly significant as it can cause the whole engine to essentially shut down, the details are here: https://github.com/EntelectChallenge/2022-Arctica/issues/23 - please have a look at it before the tournament on Wednesday because if triggered it can invalidate a game

Will this issue be fixed for the tournament. I ran into this a few times while playing, but I see the PR hasn’t been merged yet
